President of Russia Vladimir Putin launches the new high-tech “Euro+” complex at the Gazprom Neft Moscow Refinery

President of Russia Vladimir Putin has launched the new “Euro+” complex at the Gazprom Neft Moscow Refinery, via video link. Alexander Novak, Minister for Energy, Sergey Sobyanin, Mayor of Moscow, and Alexander Dyukov, CEO and Chairman of the Management Board, Gazprom Neft, were all present at the launch.
"This launch marks the completion of a crucially important major project. Bearing in mind that this is the industry’s largest such plant in the region, we can safely say that the country’s leading equipment manufacturers, research institutes and construction companies have all been involved in implementing a major project — and one that is very much needed in the Moscow region. I’d like to thank everyone for their professionalism and, of course, for the team spirit that has developed over the course of this work. Russian technologies and equipment have led to the creation of a highly automated, genuinely cutting-edge facility, packed with digital technologies and solutions.
"I should stress that, with the commissioning of the Euro+ complex, 80% of the Moscow Refinery will now have been modernised. And, in this case, not only have production and other facilities been built and upgraded — new, modern treatment facilities have also been constructed, and regular air-quality monitoring has been put in place. All of which is setting game-changing environmental standards, and improving people’s quality of life.
“The overriding priority, for both the government, and the region, is to create an environment in which industrial projects like this can be more actively promoted, throughout the country — being both interesting and profitable for business and investors, and leading to the creation of highly-skilled, well-paid jobs for engineers, production staff, and other specialists. In which context, we should be talking about extensive modernisation and capacity-building across our entire industrial base — in import-substitution projects, and in creating efficient production facilities in both traditional and new and promising industries. The Moscow Refinery, and the solutions utilised in modernising it, are a good example here.”
The Euro+ facility is the key project in the Moscow Refinery’s modernisation programme. Gazprom Neft’s investments in building the complex stand at RUB98 billion. Commissioning the Euro+ facility will allow the Moscow Refinery to increase production of highly marketable gasoline and diesel fuels, as well as production of aviation kerosene.
The commissioning of this facility will be immediately followed by the decommissioning of five obsolete previous-generation installations at the Moscow Refinery. Thanks to the cutting-edge solutions utilised at the Euro+ complex the plant will see a significant reduction in its environmental impacts, as well as moving to an entirely new level in its use of digital technologies. Fifteen-thousand digital receivers throughout the Euro+ complex collect and transmit data to the Moscow Refinery’s “smart” production control system, in real time — meaning all necessary production control parameters can be controlled remotely, and the safe operation of all equipment monitored.
“The objective in the full-scale modernisation of the Moscow Refinery has always been to bring it up to the standards of the world’s best in terms of production and environmental friendliness. In launching the Euro+ complex we are taking another important step forward in achieving that goal. This complex brings together modern oil refining technologies, some of the highest levels of automation in the industry, and innovative digital solutions. The Euro+ facility is, today, setting the standard for the plants of the future. Even in initial design we created a complete ‘digital twin’ of the complex, which construction was subsequently based on. ‘Big Data’ is now coming through from the Euro+ facility and feeding into that digital model, meaning we can — using machine learning and predictive analytics — manage the end-to-end planning of production processes, in real time. This approach ensures maximum safety and efficiency in the Euro+ facility’s operations, as well as making it possible for us to respond flexibly to market demand. We will be continuing our development of the Moscow Refinery: Phase III of our modernisation programme will be directed at further improving environmental friendliness, and refining depth (the ‘conversion rate’). The company’s total investments in developing the plant — from 2011 to 2025 — are expected to reach more than RUB350 billion.”

The Gazprom Neft Moscow Refinery is the main supplier of fuels to the Moscow region, covering 40% of the capital’s market. Gazprom Neft has been undertaking a full-scale modernisation programme at its Moscow Refinery since 2011. Thanks to various initiatives the plant has, already, cut production-driven environmental impacts by 50%, with these expected to drop a further 50% by 2021 once the second phase of modernisation is complete.
2011 to 2015 saw new installations — allowing the production of Euro-5 fuels — built at the plant, and modern bitumen-production technologies introduced. The second phase of the refinery modernisation programme is now ongoing, which has seen the launch of unique biological (“Biosphere”) treatment facilities, taking water purification levels to 99.9% and allowing almost complete closed-cycle water consumption.
The “Euro+” facility is the most important project under Phase II of the Moscow Refinery’s modernisation. This high-tech complex is the first in Russia’s refining industry to cover the full production cycle, from Stage 1 oil refining to the production of gasoline and diesel fuels (including winter diesels) and aviation kerosene. The Euro+ complex is replacing five obsolete previous-generation facilities, and will take refining depth to 85% while also allowing production volumes of highly marketable petroleum products to increase.
Thanks the compactness of the Euro+ facility, together with optimum integration of water-coolant flows, the energy efficiency of production processes at the Moscow Refinery is expected to increase, with the plant cutting energy consumption by seven percent. Following the commissioning of the Euro+ facility scheduled repair run-times are expected to increase from two to four years, improving reliability in supplying the capital with high-quality environmentally friendly Euro-5 fuels. The Euro+ facility has been positively reviewed by the Ministry for Emergency Situations, Rostexnadzor (the Federal Service for Environmental, Technological and Nuclear Oversight), Rospirodnadzor (the Federal Service for Oversight of Natural Resources), Rospotrebnadzor (the Federal Service for Health and Consumer Rights), and the Moscow Government.
