Construction of the first 10-million-ton-level LNG project of the National Pipeline Network Group started

May 16th 2020

On May 16, the Longkou Nanshan LNG (liquefied natural gas) receiving station project of the National Petroleum Pipe Network Group Co., Ltd. (hereinafter referred to as the National Pipe Network Group) officially started. This project is the first major new energy infrastructure project managed by the National Pipeline Network Group after its establishment.

The Longkou Nanshan LNG project is located in Longkou Port District, Yantai City, Shandong Province. The total construction scale is an annual receiving capacity of 20 million tons, a total investment of 35 billion yuan, and an annual gas supply capacity of 28 billion cubic meters. It is planned to build 20 LNG terminals and 20 220,000 cubic meters of LNG. Storage tanks and supporting facilities. The first phase of the project has a scale of 5 million tons per year, and it is planned to be completed and put into operation in 2023. Nanshan Group Co., Ltd. jointly participated in the project.

As an important component of the Bohai Rim natural gas production, supply, storage and marketing system, the project will provide sustainable, stable and clean natural gas for Shandong, the Bohai Rim and even North China, and enhance the ability of natural gas peak shaving, emergency reserves and winter livelihood protection. At the same time, it will vigorously promote the integrated construction of natural gas storage peak-shaving facilities and the main pipeline network, and promote the interconnection and in-depth integration of the national natural gas pipeline network, which is of great significance for adjusting the energy structure, ensuring the use of gas for people's livelihood, and defending the blue water and blue sky.

Calculated based on the total project scale of 20 million tons/year LNG receiving capacity, it is expected to help Shandong Province reduce carbon dioxide emissions by 32 million tons per year; compared with coal-fired power generation, it can reduce sulfur dioxide emissions by about 3 million tons, which will further improve regional air quality , Play an important role in controlling environmental risks and assisting in the fight against air pollution.

This project is the first domestic use of the planning and construction plan in the tank cluster. According to the relatively independent process plan of each phase, the planning and layout are carried out in phases, which effectively reduces the cross-impact of construction and operation. In terms of independent technology, for the first time in China, 220,000 cubic meters of semi-underground and ground-based LNG full-contained concrete storage tanks have been used; in terms of construction technology, the first large-scale application of the full-automatic welding process for the longitudinal seam of the 9% nickel steel siding of the inner tank of the storage tank. The equipment localization rate of this project is expected to reach 90%, which is higher than the level of domestic LNG projects that have already been put into production and similar new projects in the same period. The project will vigorously promote standardization, modularization, and informationization, and strive to build a smart LNG receiving station with "full digital handover, full intelligent operation, and full life cycle management".
